are Adobe Acrobat "PDF" documents, for which you will need the free Adobe Reader software.
Documents shown with the Microsoft Word icon
are provided to enable saving a copy of the document to your computer so that you can edit it.
If you don't have Microsoft Word then you can download the free Word Viewer from the Microsoft website. In this case, you will not be able to edit the documents, but would need to print them for updating by hand.
Documents will open in a new browser window if you click on the link. You can also right-click on a document link and select the "Save As" option to save a local copy. (This depends on which browser you are using).
